Outsourcing of IT services as innovation in the financial sector in Luxembourg: which challenges?
Abstract
This paper analyzes the issues and characteristics of an outsourcing process of IT services in the financial sector; the research is based in Luxembourg, which is the world’s second largest centre for investment funds. In 2003, Luxembourg introduced a regulatory framework for the provisioning of IT services to financial institutions. Thanks to this regulation, Luxembourg has established itself as a forerunner with respect to prudential constraints applied to such service providers. The results are based upon a survey carried out during March 2007 in Luxembourg involving banks and IT service providers, also referred to as PSFs. The aim was to analyze how the regulation affects the relationships between these stakeholders, and more specifically, to investigate the decision-making process of the outsourcing of IT services. The theoretical framework is based upon the work of Budros, 1999 adapted to analyze outsourcing as an organizational innovation.
